Role Overview

The Targeted Enterprise Construction Manager (TECM) is responsible for overseeing the integration, management, and development of Targeted Enterprises (TEs) on a major road infrastructure construction project. The role ensures that contractual obligations relating to targeted and emerging contractors are met, while providing structured support, mentorship, and oversight to enable successful delivery of TE work packages. The TECM plays a key role in driving compliance with SANRAL requirements, enterprise development objectives, and transformation targets on site.

Contract Duration 53 months including 5 months mobilisation. All roles are project-based and require full-time on-site commitment for the contract duration.

 

What You Will Do

  • Manage, coordinate, and mentor Targeted Enterprise subcontractors throughout the contract period.
  • Ensure compliance with targeted enterprise and localisation obligations as stipulated in the contract and SANRAL requirements.
  • Plan and coordinate TE work packages, including scope allocation, programme integration, and quality oversight.
  • Support capacity building and on-the-job development of targeted and emerging contractors and their site teams.
  • Monitor, measure, and report on TE performance, expenditure, progress, and compliance metrics.
  • Liaise with SANRAL, project stakeholders, and internal site management on all matters relating to targeted enterprise participation.
  • Maintain accurate documentation of TE activities, development outcomes, challenges, and corrective actions.

 

What Were Looking For

Minimum Requirements

  • National Diploma in Management of Civil Engineering Construction Processes (NQF 6) or related qualification mandatory.
  • A degree or qualification at NQF 7 or higher in Civil Engineering, Construction Management, or a related discipline is advantageous.

Experience

  • Minimum of 5 yearsexperience in construction management with direct exposure to subcontractor management or enterprise development.
  • Proven experience managing or mentoring emerging contractors or targeted enterprise programmes on civil engineering projects.
  • Experience on projects with construction values of R200 million or more (inclusive of VAT) is strongly preferred.
  • Working knowledge of CIDB grading requirements, SANRAL targeted enterprise obligations, and relevant legislation.
