The incumbent is responsible managing day-to-day needs of the project works assigned to him, i.e. pipeline construction, weir construction, pump stations, etc. Scheduling and organising resources, monitoring the budget and providing inputs to payment certificates, initiating RFI’s, provide inputs to claims / VO’s, ensure compliance with specification requirements, etc.

Please note that the responsibilities outlined above are not exhaustive and may evolve in response to business needs or organizational priorities:
- Develop and implement detailed construction execution plans (CEPs) for pipeline installation, including trenching, stringing, welding, coating, lowering-in, testing, and reinstatement.
- Coordinate daily construction activities, crews, subcontractors, and equipment in line with project schedules.
- Drive execution against the approved programme,
- Monitor progress against the project programme and proactively implement corrective actions.
- Prepare/validate weekly lookahead schedules for Engineer meetings,
- Prepare and submit weekly planning schedules / two-week lookaheads ahead of weekly meetings with the Engineer, reflecting forthcoming activities and progress achieved relative to the applicable programme period,
- Execute construction works against the approved programme (and revisions), and implement short-interval control to maintain planned production rates and resource logic,
- Support time-impact logic updates where needed (in coordination with planning staff),
- Support programme updating and time-impact inputs where changes, delays, mitigation, or acceleration measures require logic-based planning responses (in coordination with the Planner/Planning function),
- Ensure accurate interpretation and implementation of engineering drawings, specifications, and construction standards.
- Lead site establishment, mobilization, and demobilization activities on contractual matters.
- Enforce compliance with the Occupational Health and Safety Act (OHSA), Construction Regulations, and company safety policies.
- Implement Construction Work Permits, Job Safety Analyses (JSAs), and Method Statements,
- Develop/review and enforce MMS/CMS compliance for all work fronts,
- Ensure no construction/manufacturing starts without the required CMS approved,
- Ensure MS/CMS include discipline integration, quality, OH&S, environment, social and SED components (as the Contract prescribes).
- Ensure all key construction and key management processes are executed strictly in accordance with Engineer-approved Method Statements (MMS/CMS), and that each MS/CMS addresses (as applicable) scope, supervision, resources, technical execution, discipline integration, materials, OH&S, environment, social, SED, quality and communications,
- Plan, compile/review, and submit MMS/CMS packages in line with the Contract’s approval regime and priorities, and ensure no work commences where a required MS/CMS is outstanding.
- Maintain a controlled register of MMS/CMS submissions, approvals, and revisions, and implement Engineer-required amendments within contractual timeframes.
- Conduct daily safety briefings, toolbox talks, and ensure incident reporting and investigation.
- Integrating OH&S and environmental controls into execution planning and supervision (not only “compliance”),
- Ensuring planning aligns with landowner arrangements and sensitive environmental requirements as required,
- Ensure environmental compliance with NEMA, Water Use Licenses, and waste management protocols.
- Maintain quality control and ensure work is carried out in accordance with ISO, SANS, and project quality requirements.
- Implement and enforce ISO 9001-based QMS requirements on site, including adherence to the Project Quality Plan, inspection/test compliance, NCR closure, and readiness for audits,
- Oversee and coordinate subcontractors, ensuring performance and contractual compliance.
- Liaise with engineers, client representatives, landowners, community stakeholders, and regulatory authorities.
- Address and resolve construction issues, technical queries, and interface challenges promptly.
- Manage construction resources including labour, plant, equipment, and materials.
- Track daily resource allocation and productivity.
- Support cost control through monitoring labor efficiency, equipment utilization, and minimizing wastage.
- Contribute to progress claims, variations, and change management.
- Maintain daily site diaries, progress reports, as-built records, and material traceability documentation.
- Maintain a photographic record of progress at required frequency (minimum one photo per day of active work), covering construction fronts and categories specified in the Contract (including incidents and rehabilitation),
- Compile and submit the weekly returns prior to weekly progress meetings, ensuring completeness of all mandatory data fields,
- Ensure monthly electronic submission and structured filing/naming conventions are complied with, including UAV/drone survey records where required,
- Participate in construction progress meetings and provide accurate reporting.
- Ensure full documentation for pressure tests, weld logs, inspections, non-conformances, permits, and handover dossiers.

Qualifications & Experience:
- Bachelor’s Degree in Civil Engineering, Construction Management, or related field.
- Minimum of 15 years working as a Construction Manager and having experience in construction of >= 800 mm ND steel pipeline bulk water infrastructure mega-projects with a minimum
length of 20 km and/or construction of a mass reinforced concrete bulk water infrastructure
abstraction / dam works with one construction project management FIDIC contract experience.
- At least 5 years direct experience managing pipeline projects (water, gas, slurry, or fuel pipelines).
- Professional registration with ECSA, SACPCMP, or equivalent.
- Demonstrated experience with trenching, HDPE/Steel pipeline installation, welding processes, and pressure testing.
- Proven track record delivering multi-disciplinary construction projects in South Africa or on international projects.
- Strong understanding of pipeline construction methods, welding procedures, NDT, and hydrostatic testing.
- Knowledge of South African construction law, OHSA, NEMA, SANS standards, and local permitting.
- Proficiency in MS Project, Primavera P6, AutoCAD (advantageous), and MS Office.
- Strong leadership, communication, and problem-solving ability.
- Ability to interpret technical drawings and specifications accurately.
